DESCRIPTION
TRUE if A IS_ENCLOSED in B
The function SP_ENCM_I checks if an symmetric packed interval matrix A
is enclosed in another symmetric packed interval matrix B.
A IS_ENCLOSED in B if and only if Ai IS_ENCLOSED in Bi for all entries
of A and B. Matrices A and B have the same storage format. The routine
returns .FALSE. if N is equal to zero.

Scalar element.
Specifies if the matrix operand is an upper or
lower tringular part of the symmetric matrix.
Possible values:
UPLO = blas_upper (default)
UPLO = blas_lower
