DESCRIPTION
TRUE if A IS_IN_INTERIOR of B
The function SB_INTERIORM_I checks if an symmetric band interval
matrix A is enclosed in the interior of another symmetric band interval
matrix B. A IS_IN_INTERIOR of B if and only if Aij IS_IN_INTERIOR of
Bij for all entries of A and B. Matrices A and B have the same storage
format. The routine returns .FALSE. if N is equal to zero or P is less
than zero.
