DESCRIPTION
       Each  of these functions allocates memory for an internal filter struc‐
       ture and converts the filter coefficients into the internal representa‐
       tion.

PARAMETERS
       Each of the functions takes the following arguments:

       filter	 Internal filter structure.

       alpha	 Emphasizing coefficient.  0 < alpha < 1.0

RETURN VALUES
       Each  of the functions returns MLIB_SUCCESS if successful. Otherwise it
       returns MLIB_FAILURE.
