DESCRIPTION
The routine AMIN_VAL_I finds the index of the minimum absolute value
component of an interval vector X. Minimum absolute value component
is defined as follows: the absolute value of the lower or upper bound
of the component is the smallest among the absolute values of the lower
and upper bounds of all components of the interval vector. When the
value of the N argument is equal to zero, the routine should initialize
the output K to negative one or zero, and R to zero. If X contains
some minimal components, then the routine returns smallest index.
